QLD:Qld hospitals fear funding will be bungled

BRISBANE, Aug 3 AAP - Queensland Health workers are concerned hospital funds will be
bungled like the payroll system under a new and untested plan, unions say.

Under Prime Minister Julia Gillard's national health reforms, hospitals will be funded
for each activity performed, known as activity-based funding, as opposed to receiving
block grants.

How much funding each activity is allocated will depend on a "national efficient price"

set by an independent pricing authority.

But health workers argue it's not possible to set a standard national price as the
cost and need for health services vary in each state and territory.

They are also concerned the government is hastily introducing an untested system which
could be as disastrous as Queensland Health's payroll debacle.

Thousands of Queensland Health staff across the state were underpaid, overpaid or not
paid at all when the new payroll system was introduced last year.

Queensland Nurses Union (QNU) secretary Beth Mohle said it's important the federal
and Queensland governments roll out the hospital funding changes carefully.

"It has to be appropriately planned and all the risks have to be addressed, which is
what didn't happen in the payroll disaster," Ms Mohle said.

"We are concerned about what goes into making a national efficient price because there
are inconsistencies across the country.

"The policy framework hasn't even been finalised. There's a lot of work to be done."

Australian Medical Association Queensland president Dr Richard Kidd said there's been
no indications from the government that the system would be tested on a few sites first.

"A private business would introduce a new system by testing it on a few before the
entire organisation makes the switch," Dr Kidd told AAP.

"They would also run the new system parallel with the old in case there are problems.

"There has been no indications the federal government will be doing this.

"They're going to switch from one system to the other without any verification in which
case will be an absolute disaster like the payroll system."

Queensland Health says it's moving towards activity-based funding, which is due to
be implemented by July 1 next year.

Saudi King Abdullah appealed for "constructive dialogue" to end disputes between the world's major religions as he opened an inter-faith conference in Madrid yesterday.

"We all believe in one God... We are meeting here today to say that religions should be a means to iron out differences and not to lead to disputes," he said in an inaugural speech at the start of the three-day World Conference on Dialogue.

He called for a "constructive dialogue to open a new page to reconciliation after so many disputes."

The conference is organised by the Muslim World League from an initiative by King Abdullah, whose country hosts Islam's two holiest shrines in Mecca and Medina.

Around 200 participants are attending, including representatives of the world's major religions.

Among them are the secretary general of the World Jewish Congress, Michael Schneider, and Cardinal Jean-Louis Tauran, who is responsible for dialogue between the Vatican and Muslims.

"Most of the dialogue (between religions) has ended in failure...," King Abdullah said in the speech, delivered in Arabic. "To succeed we must emphasise the common link between us which a belief in God."

He said religion could combat many of the problems of modern society.

"Terrorism..., the breakdown of families, drugs, exploitation of the weak - all these are the consequences of a spiritual void."

After yesterday's inaugural session at the Pardo Palace outside Madrid, four closed-door round tables will be held before a final communique on is delivered on Friday.

The event takes place against a backdrop of tensions between the Islamic world and the West. They range from restrictions on the use of the veil by Muslim women in some European countries to cartoons regarded as blasphemous by Muslims and the unresolved Israeli-Palestinian conflict.

The secretary general of the Mecca-based Muslim World League, Abdullah al-Turki, said "the aim of this inter-faith conference is for us to get to know each other and to look for ways to cooperate.

He said "common issues between religions such as ethics, family, the environment" would be raised, but not religion or politics.

The president of the World Jewish Congress, Ronald Lauder, said the conference was a "significant and timely development.

"It is the duty of religious leaders to work together to restore respect for ethical values and to avoid a 'clash of civilizations,'" he said in a statement ahead of the event. The Vatican has described it as "an act of great courage," Cardinal Tauran said.

The staging of the conference in Spain, rather than in Saudi Arabia, provoked some debate in Spain.

But the Saudi ambassador to Madrid, Saud bin Naif, said the country "is a natural place of this type of dialogue... Spain has hosted for centuries the three major religions, they coexisted in harmony."

The newspaper El Pais interpreted the choice of Madrid as "an attempt to avoid a real debate in the Saudi kingdom where no one (among the non-Muslim participants at the conference) would have been able to practice their religion."

Saudi Arabia remains the only Arab Muslim country to ban all non-Islamic religious practices on its soil, even though it has a large community of expatriates professing other faiths.

Last November King Abdullah met Pope Benedict XVI during the first official visit to the Vatican by a monarch from the ultra-conservative Saudi kingdom.

WA:WA bill on industrial manslaughter debated

PERTH, April 7 AAP - The West Australian opposition may join with the Greens to back
legal changes making company managers liable for manslaughter charges if a worker dies
due to an employer's negligence.

However, opposition mines and petroleum spokesman Jon Ford said it would be necessary
to make sure the legislation targeted those directly responsible for the negligence and
recklessness.

Debate on the changes to the Occupational Safety and Health Act and Criminal Code proposed
by Greens MP Alison Xamon began in the state's upper house on Thursday.

Under the proposed changes, the offence of industrial manslaughter would see individuals
convicted of an offence jailed for up to 20 years and companies fined up to $3 million.

Courts could also order companies to publicise the deaths.

"If a company tries to cut corners with safety, knew that there were serious risks
in doing so and that results in a person dying, managers directly responsible for these
decisions could face manslaughter charges under this bill," Ms Xamon said.

"It sends a very clear message that pursuing a profit at the expense of workers' lives
will not be accepted."

Mr Ford said Labor agreed with the principle of the bill in trying to improve protection
for workers, but he wanted assurances the laws would punish those directly responsible
for negligence.

He raised the case of a worker killed in a truck accident, in which a parent company
admitted liability but could not settle the matter because of other parties involved.

"There was the truck manufacturer, there was the brake manufacturer, the suppliers
of the brake system, the contractors, the company operating the truck and lawyers for
the driver," he told AAP.

"So do we want to capture all these sorts of people? I don't think so."

Mr Ford said he would refer to a committee for further scrutiny, but if that failed
he would seek assurances from the Greens.

The government will not support the legislation.

Ms Xamon said in the past year there had been 15 work-related deaths in the state,
up from nine the previous year.

If we can prevent just one death with tougher legislation, then we have an obligation
to do that. Every worker has the right to go home at the end of the day," she said.

Ms Gillard said arrangements were being made for a memorial service to be held, likely
on December 19 or 20, to recognise the lives lost and to allow people to grieve.

The prime minister said she was mindful of the needs of the Christmas Islanders.

"Counselling services have been offered to Christmas Island residents who participated
in the rescue or witnessed the incident.

"A shopfront has been established on Christmas Island with professional counsellors
to provide immediate assistance to community members who feel that they need their assistance."

Ms Gillard said she had asked for the chronology of events to be released so Australians
had access to the information about the response.

The vessel was first sighted by Christmas Islanders and was not being tracked by authorities,
she said.

BRISBANE, Aug 10 AAP - Queensland Premier Anna Bligh says the government is carefully
considering an offer by a consortium of coal companies to buy the state's coal rail tracks.

The Australian Financial Review reported on Tuesday the consortium had upped its offer
for the rail lines by $200 million, to just over $5 billion.

The government is in the process of preparing for a float of QR National in the final
quarter of 2010, privatising the state's coal and bulk freight tracks and trains.

Ms Bligh on Tuesday declined to confirm details of the increased bid, but told reporters
the government was seriously discussing the offer with the consortium.

"We are in the middle of intense and complex commercial discussions with these coal
companies," she said.

"It's not helpful for me to be commenting on that on a daily basis and I don't intend
to. Other than to say, we are of course taking them seriously, respectfully and working
through issues with them."

Ms Bligh said her main aim with the sale was to do what was best for Queensland.

"We won't be rushing anything ... we will be making a decision in the interests of
Queensland taxpayers," she said.

Speaking in eloquent English, Internet imams offer a televangelist's persuasive message of faith, purpose and a way forward, for both the young and as yet uncommitted, as well as for the most devout worshipers ready to take the next step, to jihad, officials say.

The apparent ties between the Nigerian man charged with plotting to blow up an airliner over Detroit on Christmas Day and a radical U.S.-born Yemeni imam have cast a spotlight on a world of charismatic clerics who wield their Internet celebrity to indoctrinate young Muslims with extremist ideology and recruit them for Al Qaeda, American officials and counterterrorism specialists said.
The U.S. military and law enforcement authorities said Thursday that the man accused in the bombing attempt, Umar Farouk Abdulmutallab, most likely had contacts with the cleric, Anwar al- Awlaki, whom investigators have also named as having exchanged e- mail messages with Maj. Nidal Malik Hasan, a U.S. Army psychiatrist charged with killing 13 people in a shooting rampage in November at Fort Hood, Texas.

Speaking in eloquent, often colloquial, English, Mr. Awlaki and other Internet imams from the Middle East to Britain offer a televangelist's persuasive message of faith, purpose and a way forward, for both the young and as yet uncommitted, as well as for the most devout worshipers ready to take the next step, to jihad, officials say.

"People across the spectrum of radicalism can gravitate to them, if they're just dipping their toe in or they're hard core," said Jarret Brachman, author of "Global Jihadism: Theory and Practice" (Routledge, 2008) and a consultant to the United States government about terrorism.

"The most important thing they do is take very complex ideological thoughts and make them simple, with clear guidelines on how to follow Islamic law."

In an online posting in 2005 under the name "farouk1986," Mr. Abdulmutallab referred to another radical Muslim cleric he listened to, a Jamaican-born preacher named Abdullah el-Faisal.

Mr. Faisal, who was deported from Britain in 2007, was convicted four years earlier for soliciting murder and inciting racial hatred in English- and Arabic-language tapes of speeches urging his followers to kill Hindus, Christians, Jews and Americans. He was later accused of influencing one of the attackers in the London bombings of July 2005.

These celebrity imams -- in addition to their knowledge of the Koran and Islamic theology -- offer in some cases an almost heroic flair because of their occasional brushes with the law.

Among the examples are Abu Yahya al-Libi, a Libyan cleric, who escaped from prison in Afghanistan in 2005, and Mr. Faisal, who continued to preach online even after his arrest and deportation.

In his May 2005 online posting, Mr. Abdulmutallab wrote: "i thought once they are arrested, no one hears about them for life and the keys to their prison wards are thrown away. That's what I heard sheikh faisal of UK say (he has also been arrested i heard)."

Mr. Abdulmutallab has now become somewhat of a hero, with his photograph posted on Web sites that feature announcements by these prominent clerics.

The American and European authorities say some of these clerics, like Mr. Awlaki, offer something much more sinister than just guideposts to radical Islam: a pipeline to Qaeda operatives in places like Yemen and the lawless Pakistani tribal areas.

"Awlaki is, among other things, a talent spotter," an American counterterrorism official said. "That's part of his value to Al Qaeda. If people are drawn to him, he can pass them along to trainers and operational planners. Abdulmutallab was cannon fodder, a piece snapped into an operation."

Sheikh Khalid bin Abdul Rahman al-Husainan of Kuwait, who is fast attracting a large following, mixes contemporary politics with talk of martyrdom.

"Obama, in the same way that you raised the slogan, 'Yes We Can,' I too have a slogan," Mr. Husainan wrote in August 2009. "My slogan in this life -- and memorize this slogan -- is 'Happiness is the day of my martyrdom."'

Intelligence officials and congressional aides briefed this past week on the inquiry say that investigators are still trying to determine the precise nature of any contacts between Mr. Abdulmutallab and Mr. Awlaki.

It is not clear what role, if any, Mr. Awlaki may have played in the airliner plot.

Marc Sageman, a former Central Intelligence Agency operations officer and Qaeda scholar, said the relationship between these celebrity imams and younger men like Major Hasan and perhaps Mr. Abdulmutallab was a two-way street.

"It is really young people seeking them out -- the movement is from the bottom up," Mr. Sageman said. "Just like you saw Major Hasan send 21 e-mails to al-Awlaki, who sends him two back. You have people seeking these guys and asking them for advice. What they provide is a justification for what these young kids want to do in the first place. There is an influence, but the direction is from the young people seeking folks out, as opposed to older guys recruiting them."

Mr. Sageman cautioned about placing too much singular responsibility on leaders like Mr. Awlaki. He also said he had no independent evidence that Mr. Awlaki and Mr. Abdulmutallab were linked.

But Mr. Sageman is anxious to find out if that is the case.

"Young people have a mind of their own," he said. "They are not robots, brainwashed. They are already radicalized. What they want in a sense is a validation of what they already believe. The religious leaders are lightning rods, because of the extreme statements. They form a community around them."

Mr. Sageman also said that leaders like Mr. Awlaki were effectively reaching into the Western world for an obvious reason: they can speak and write well in English, resulting in a following in Britain particularly. "English speakers hang out with English speakers," he said.

Representative Peter Hoekstra of Michigan, the ranking Republican on the House Intelligence Committee who participated in a classified briefing on Wednesday about the investigation, said his suspicions that there was some link between Mr. Abdulmutallab and Mr. Awlaki were strengthened by what he had been told.

Mr. Hoekstra questioned why these apparent links were not figured out before the attempted airliner attack took place.

"You would think if you did a Google search on these different threads, it would bring these things together quickly," he said. "There are organizations that deal with massive amounts of data in real time every day. Talk to MasterCard."

SA: Three arrested over ephedrine import

Three people have been charged with importing the drug ephedrine .. concealed in a
toy steamroller and radio.

Customs officers seized about one kilogram of the drug precursor in two packages sent
from Malaysia to Mt Gambier in South Australia's south-east.

Subsequent investigations led to the arrest of three Mt Gambier people at three different
locations last Friday and Saturday.

They've been charged with importing a marketable quantity of a border controlled precursor
and are due to appear in court in October.

Verizon Wireless, a provider of a wireless voice and data network and joint venture of Verizon Communications (NYSE: VZ) and Vodafone (NYSE:VOD) (LSE: VOD), announced on 9 April that it has activated a new cell site in Ventura county, California, US.

The new cells site reportedly expands 3G wireless coverage in Thousand Oaks between Erbes Road and the 23 Freeway from East Janss Road in the south to Sunset Hills Blvd. in the north.

The new site also improves coverage along Avenida del Los Arboles between Avenida de Las Plantas and Moorpark Rd.

Verizon said that the company has invested over USD600m in California during 2008 to enhance service and coverage.

Qld: Report says vets need higher protection against Hendra

An expert says vets should take extra precautions for even the most simple procedures
to prevent the spread of the Hendra virus.

Veterinary expert Dr NIGEL PERKINS has handed down his findings from his review of
the handling of two Hendra outbreaks in Queensland in state parliament today.

Dr PERKINS says he's found people working with apparently healthy horses that are incubating
the virus can be infected.

But he says it's vets who need to take more precautions .. even when doing simple tasks
like nose swabs.

The simplest form of protection is wearing gloves .. cover-alls .. a face mask and
some form of eye protection.

Fed: DFAT cannot confirm nationality of man arrested in Bulgaria

The Department of Foreign Affairs and Trade says it can't confirm whether a man arrested
in Bulgaria over a fatal stabbing is Australian.

The 21-year-old is in police custody .. after a 20-year-old Bulgarian national died
on the way to hospital following an alleged attack in the capital Sofia.

Bulgarian police say the man responsible for the attack is Australian .. but claims
to be a British soldier.

Another 19-year-old Bulgarian's been injured in the alleged incident .. but is in a
stable condition.

Consular staff from the British embassy are planning to visit the man on Monday to
establish his citizenship and provide help.

MELBOURNE, Aug 21 AAP - Melbourne detectives believe a serial drugs thief is responsible
for a ram raid on a suburban chemist late yesterday.

A stolen car was reversed into the chemist in Union Road, Ascot vale about 10.40pm
(AEST) and drugs stolen, police said.

The white Toyota Camry is believed to have been stolen from the Kensington area on August 6.

It was used in a similar burglary at a chemist shop in the northern suburb of Lalor on August 7.

SYDNEY, Dec 5 AAP - A dream-team honeymoon for newly elected Opposition Leader Kevin
Rudd and deputy Julia Gillard will enliven the politics of the holiday period and add
a new dimension to Prime Minister John Howard's calculations for a poll next year, The

Labor cannot expect to win office from a popular Howard government during a time of
economic prosperity by default. It must develop a reform agenda that captures the public
mind and is designed to deliver long-term prosperity.

Mr Rudd's challenge is to modernise the party and make it relevant to the realities
of globalisation and competition, in the reform mould of the Hawke-Keating years.

The reshuffle will be the first test but there are still plenty of Labor family squabbles
that could bring the Rudd-Gillard honeymoon to an abrupt end.

The Sydney Morning Herald says the new Labor leadership team of Rudd and Gillard has
given the party a breather until Thursday, when it votes on a new front bench.

Earlier this year, Ms Gillard suggested, as a first step to easing the factions' stranglehold,
the four party leadership positions (leader and deputy in both houses of parliament) should
be removed from factional influence.

It is an important move, necessary to attract talent to the party and liberate it from
the tyranny of petty bosses. The Rudd leadership should act quickly to implement it.

Once he has shaped his team, Mr Rudd must set out Labor's manifesto. The first step
towards change must be a Labor Party that offers a genuine alternative to the Howard government's
settled, pervasive dominance of Australian politics. It is to be hoped Kevin Rudd and
Julia Gillard can reinvigorate Labor and provide that alternative.

Sydney's The Daily Telegraph says for all his considerable political and personal qualities,
Kim Beazley failed to enunciate a clear economic case for Labor, and failed to demonstrate
the brand of reformist efficiency which he had seemed to possess as a government minister.

Labor's failure under his leadership has been its failure to articulate a cogent set
of workable policies promising a believable prospect for better government. Simply put,
Mr Beazley's Labor has not been a saleable alternative.

Voters will watch Kevin Rudd with interest. He comes to the leadership with little
time to convince voters he has the stuff of prime minister, to prove his mettle as the
actual contender rather than a mere barracker.

The Australian Financial Review says it is hoped the new leaders can reinvigorate the
contest of ideas and policies and take the fight up to a government that has been made
to look better than it is for a decade -- achievements in managing the economy, tax and
workplace reform notwithstanding -- by a weak and divided opposition.

The government and its next generation of leaders will benefit from being put on their
mettle and challenged to produce ideas for the next 20 years as well as the next two or
three.

Melbourne's Herald Sun says a major reason for federal Labor's inability to break through
and win office has been the coalition's record in government.

Another reason is the "factional self-destruction" that has plagued the ALP.

Mr Rudd will need the party united behind him if he is to beat John Howard. Despite
its good record, the coalition's survival has had a lot to do with Labor's inability to
provide a credible alternative.

Recent polls suggest that Labor led by Mr Rudd would win handsomely. The polls may
be premature, but at least they indicate voter curiosity about this new brand of ALP leader
and his plan for the nation.

Melbourne's The Age says Labor has jettisoned one of its most respected and loyal servants
in Kim Beazley.

It has turned to its "next generation" in appointing Mr Rudd as new federal ALP leader,
in recognition that if it is to have any hope of winning, it needs to change radically.

Labor now takes on the coalition with the leadership team of Kevin Rudd and Julia Gillard
as his deputy who bring an unquantifiable but powerful element to the leadership -- youth.

It is dangerous to equate Mr Rudd with that other recent and previously untested Labor
leader, Mark Latham. Unlike Mr Latham, Mr Rudd does not appear to carry the potential
to self-destruct.

Brisbane's The Courier-Mail says in electing Mr Rudd, 49, as Opposition Leader, federal
Labor has elected a man of the future.

Mr Rudd will need to be a strong and sufficiently magnanimous leader to embrace his
opponents in the leadership struggle. To maximise the chances of the best possible talent
being promoted to the front bench, Labor would best allow a genuine ballot on Thursday
as opposed to rubber stamping a backroom deal worked out by factional string pullers.

While it is understandable the ALP would reject the government's IR measures, Mr Rudd
and his team need to blend Labor sensitivities with modern pragmatism.

Flexibility is central to the modern workplace, and many employees, as well as employers,
have embraced Australian Workplace Agreements. Blind adherence to the structures of yesteryear
could cost Labor a further long period in opposition while diminishing Mr Rudd's chances
of ever becoming prime minister.

Queensland will be critical at the next federal election, and Mr Rudd's elevation will
guarantee more attention is paid by both sides to Australia's most dynamic region.

Qld: Man dies in single vehicle accident north of Brisbane

BRISBANE, Dec 31 AAP - A man has died in a single vehicle accident north of Brisbane,
bringing the Queensland road toll for the Christmas-New Year period to 11.

The man's body was found in the car on the side of Beachmere Road at Beachmere at 5.10am
(AEST) today, after the vehicle apparently ran off the road and hit a tree, police said.

It was not immediately clear if anyone else was in the car at the time of the accident.

No further details were available.

His death follows that of a 16-year-old girl driving with a fake licence who was killed
in a single vehicle accident near Marlborough in central Queensland, yesterday.

The girl died after the sedan failed to negotiate a bend on the Bruce Highway and rolled
about 40km north of Marlborough at about 11.05am (AEST) yesterday.

Queensland's road toll is the highest in Australia after the first week of the 15-day
Christmas-New Year holiday period.

So far this year, the state road toll is 326.

The national toll for the holiday period is 33.

WA's toll total is five and seven people have died in Victoria since the holiday toll
period started on December 23.

There have been five fatalities in NSW, three in South Australia and two in Tasmania.

The ACT and the Northern Territory remain fatality free.
